ERIRAS at a Glance

ImageThe Energy Research Institute of the Russian Academy of Sciences (ERIRAS) was established in 1985 to facilitate the fundamental studies related to development and implementation of the national energy policy. ERIRAS is headed by Acting Member of the Russian Academy of Sciences Professor Alexei Makarov. The ERIRAS is studying the energy industries of Russia and its regions. The Institute has developed and is currently updating the modeling simulation systems based on numerical data thoroughly accumulated over the years. Currently the ERIRAS employs 80 people including 50 highly qualified scientists capable of resolving scientific or business research task of almost any complexity.

A.Makarov, F.Veselov, E.Volkova, A.Makarova. Principles of long-range planning in power industry development, Moscow, ERIRAS, 2007.

The matters of long-term sustainability of the Russian electric power sector development are being discussed in the book planned to be released in mid-September 2007. The supporting research was based on the Russian and foreign experience in long-range forecasting and planning of the large power systems. The priorities and strategic management tasks were set for the different time horizons. Recommendations were made for 25-30 years long-term forecasting, for 10-15 years mid-term strategic planning and for 5-7 years short term operational and investment plans. IN RUSSIAN

A. Makarov. Russian Electric Power Industry in 2030: Outline of Desirable Future, Moscow, ERIRAS, 2007.
In 2006, the Russian power generating corporation EES Rossii has initiated a comprehensive study of the target vision of the Russian power industry development over a period up to the year 2030. In the book scheduled to be published by October, 2007, the ERIRAS participation in the above study is summarized with addition of prospective scenario of the Russian economic development based on the already existing global competitive advantages. Laboratory for Studies in Energy Economy Relationships

Head of Laboratory Dr. Vladimir Malakhov

The Laboratory performs quantitative and qualitative analysis of importance of government pricing, fiscal and investment policies in the energy sector for sufficiency of national energy supply, main indices of consolidated budget of the Russian Federation, changing living standards of the population, financial conditions in the Russian industrial sector. Macroeconomic impact of different energy scenarios and market reforms is being studied. Historical analysis and future scenarios of socio-economic development of the Russian administrative units are prepared in order to make regionalized primary energy demand forecast. For this purpose the regional GDP, population income, growth rate and changes in industrial structure are being estimated.

Laboratory of Scientific Foundations of Energy Consumption and Conservations

Studies in structure and technology of energy consumption in different sectors of economy. Estimates of energy conservation potential. Forecasting of energy intensities of products and services in different industries. Rational areas and scope of energy conservation and measures of energy conservation policy with due regard to environmental issues.

Laboratory of Scientific Foundations of Energy Development

The Laboratory develops methods of long-term strategic planning of the Russian energy sector. System research presents scientific foundations for this work. The main task is to create an integrated simulation system for the Russian energy and economy forecasting on federal and regional levels. Energy demand is estimated with consideration of usage efficiency, possible financial optimization within energy sector and environmental matters (mainly, payments for greenhouse emissions). This approach is realized in optimization and simulation models (EPOS - Electric Power Optimization System) applying unique and frequently updated data bases. Long-term development of the Russian power sector is forecasted together with forecasts of coal and natural gas industries. This integrated approach allows to reflect competition between primary energy sources and balance electricity, heat, gas and coal in federal and regional energy structures. Price estimates are based on long-term marginal costs forecast. The Laboratory exercises analytical and simulation support to development of the Russian Energy Strategy by the Ministry of Energy, Russian Federation and makes other forecasts for this ministry. Research and consulting work in the areas of operating, planning and power stations fuel supply is done on the orders of electricity, natural gas and coal producers.

Laboratory of Modeling and Regulating Energy Markets

Head of Laboratory Dr. Fedor Veselov

The Laboratory does research of interrelated systems of domestic fuel and energy market and of regulatory and pricing methods of balancing long-term interests of producers and consumers of energy with a purpose to maintain stable and efficient fuel and energy supplies to the growing Russian economy during the next decades. The Laboratory develops methods and models of joint optimization of investment and financial solutions in energy sector and separate corporations. This will help to realize priorities of the national energy strategy after restructuring, deregulation and transition to competitive energy markets. Optimization model EPOS is used for that with an addition of cash-flow models for sectors, utilities and separate projects. Studies are conducted for harmonization of investment and pricing policies, assessment of economic impact of competition and creation of market incentives for private investments into power generation and transmission. Science support is extended to the Ministries of Energy and Economic Development of the Russian Federation in the areas of pricing and investment policies in energy sector and especially in power generation. Consulting services are rendered to the Russian energy companies and strategic investors in optimization of investment programs and profitability assessments for specific projects operating in competitive market environment.

Laboratory of Scientific Foundations for Development and Regulation of Gas and Oil Supply Systems

Head of Laboratory Dr. Olga Eliseeva

Following directions are explored: long-term gas supply structures as determined by gas utilization in different regions of Russia; comparative efficiency of West Siberian gas transportation to consumers in Europe, Central Asia and Asia-Pacific; proposals for independent gas producing companies to improve their financial status and reduce commercial risk; monitoring of Gasprom’s local gasification program; assessment of prices and taxes on the Russian natural gas market; optimization of oil production rates by region; demand estimates on oil and oil products; proposals for construction of oil refining capacity and refineries output by region; trunk lines capacity and transportation volumes optimization including proposals for new expansions.

Laboratory of Scientific Foundations for Development and Regulation of Coal Industry

Head of Laboratory Dr. Liudmila Plakitkina

Analysis and forecast of the Russian coal industry development by main basins and coal fields till the year 2030. Coal supply and production forecasts by type of usage, including export and import. Financial- economic outlook (investments, sources of financing, prices for metallurgical and steam coal). Forecasts are developed with the use of financial-economic simulation models for coal producers and coal consumers. Information report “Russian Coal Industry” was published.

Laboratory for Modeling of Dynamics and Development in the World Energy Markets

Head of Laboratory Dr. Vladislav Savin

The Laboratory develops mathematical models for forecasting developments in world energy markets differentiated by consumers, by type of consumed energy and by region. Standard agent-based modeling approach is used together with econometric methods and methods of game theory.

Centre for International Energy Market Studies

Centre’s Director Tatiana Mitrova, Ph.D.

The Centre performs quantitative and qualitative analysis of the world and regional energy markets including energy supply and demand, institutional and regulatory changes and energy prices dynamics. International energy trade, especially the Russian export and import energy policy, is a topic of particular interest with a focus on energy security issues and energy infrastructure development. The Centre collects data, provides in depth analysis of the world energy sector  and prepares a monthly report on international energy markets for the Russian Ministry of Energy. The Centre provides studies on the Russian energy market for foreign companies and publishes a monthly English language monitor analysing the Russian energy industries - oil, gas, coal and electricity. This monitors also reviews government regulation and major decisions impacting the energy sector.

Center for CIS Energy Studies

Centre’s Director Dr. Vladimir Likhachev

The Centre conceptualizes establishment and sustainable development of consolidated Eurasian energy market (CIS – Russia and Central Asia, Europe, China, India, South-East Asia). Main goal of these studies is to formulate the role of the Russian Federation in development of Eurasian energy markets and to develop proposals for the Russian foreign economic strategy. Results are used for preparation of join CIS energy policy and for diversification of the Russian energy export flows.

Centre for Energy Innovations

Centre’s Director Dr. Ruslan Bevov

The Centre is one of the main scientific institutions in Russia dealing with energy innovations and did perform a series of studies on innovation management in energy sector and on defining priorities of technology development. Works are conducted on definition of efficiency of gas-steam and gas-turbine equipment. Mathematical models of technological and economic efficiency of such equipment were designed, which allows to make complex calculations of reliability and efficiency of power stations. Efficiency of central heating is being compared between traditional large steam turbine systems and unconventional ones with steam-gas and gas-turbine installations of average and lower capacity. Proposals have been completed on diesel powered heating systems.
